What Does This Unit Mean?

This unit is about understanding how global influences, workplace culture and sustainability affect occupational health and safety performance.

The unit requires learners to evaluate how factors such as globalisation, cultural differences, workforce competence, contractor management and international standards influence health and safety performance.

The learner is also expected to demonstrate how occupational health and safety contributes to organisational sustainability and how the value of health and safety can be measured using performance data and return on investment principles.

In simple terms, this unit is asking:

“Can you demonstrate how culture, sustainability and performance measurement can be used to improve occupational health and safety outcomes and support organisational success?”

What Competence Does This Unit Require?

You are expected to demonstrate that you can:

  • Understand how global issues affect workplace health and safety.
  • Evaluate how safety culture and behaviors differ across organisations and countries.
  • Develop workforce competence and improve safety culture.
  • Manage health and safety effectively where multiple employers or contractors work together.
  • Understand the role of international systems such as the Globally Harmonized System (GHS).
  • Demonstrate how health and safety contributes to organisational sustainability.
  • Measure health and safety performance using meaningful data.

The learner should demonstrate how global factors, cultural differences and workforce competence can influence occupational health and safety performance within an organisation.

What to Prepare

Prepare a report, presentation or project that explains how global influences, workplace culture and workforce competence affect occupational health and safety performance within your organisation.

Important Context

The report must be based on your organisation's actual activities, workforce arrangements, management practices and workplace examples. Generic descriptions of safety culture, globalisation or competence management principles alone will not be sufficient. You should demonstrate how these factors influence health and safety performance within your own organisation and support your evaluation with relevant organisational evidence where appropriate.

Your Report Should
  • Explain how globalisation affects the organisation's occupational health and safety arrangements and safety culture.
  • Explain how attitudes, behaviours and perceptions relating to health and safety may differ across countries, cultures, locations or workforces and how these differences may affect health and safety performance.
  • Explain how managers contribute to developing, maintaining and improving workforce competence.
  • Explain how health and safety is managed where multiple employers, contractors or subcontractors operate on the same site.
  • Explain how the Globally Harmonised System (GHS) improves the communication of hazards and risks and how it is applied within the organisation where relevant.

The report should reference relevant organisational evidence where appropriate. This may include organisational structures, workforce demographic information, competence frameworks, training matrices, training and competence records, induction arrangements, induction records, competency assessments, appraisal records, contractor management procedures, contractor monitoring records, contractor induction records, site rules, permit-to-work arrangements, consultation records, communication arrangements, safety culture surveys, employee feedback, chemical inventories, safety data sheets (SDS), GHS labelling arrangements, inspection reports, audit findings, performance reports, organisational policies or other relevant workplace documents used to support the evaluation.

The learner should demonstrate how health and safety performance is measured, analysed and used to support continual improvement and informed decision-making.

What to Prepare

Prepare a report, presentation or project that explains how health and safety performance, safety culture and the value generated by health and safety activities are measured and evaluated within your organisation.

Important Context

The report must be based on your organisation's actual performance data, monitoring arrangements, workplace activities and business objectives. Generic descriptions of performance measurement or safety culture models alone will not be sufficient. You should demonstrate how health and safety performance is measured and evaluated within your own organisation and support your evaluation with relevant organisational evidence where appropriate.

Your Report Should
  • Explain how error management principles are used to improve health and safety performance.
  • Explain how health and safety performance data is collected, analysed, reported and used to support decision-making.
  • Explain how health and safety performance is measured using suitable leading and lagging indicators.
  • Explain how the operational, strategic and financial benefits of health and safety activities are measured and evaluated.
  • Demonstrate how the return on investment (ROI) of health and safety initiatives can be calculated and evaluated.
  • Explain how safety culture is measured using meaningful performance indicators, workforce feedback and other relevant sources of evidence.

The report should reference relevant organisational evidence where appropriate. This may include performance dashboards, KPI reports, incident statistics, audit findings, inspection data, safety culture surveys, employee feedback, management review records, board reports, financial data, cost-benefit analyses, ROI calculations, benchmarking data or other relevant workplace documents.

Important Note for Learners

The competence requirements outlined above describe the practical workplace activities, systems, processes and records that may be used to demonstrate competence against this unit.

As this is a competency-based qualification, learners are expected to demonstrate that they can apply their health and safety knowledge and skills within their own workplace or working environment.

In addition to the competence-based assessment criteria, this unit also contains a number of knowledge-based assessment criteria. These are typically assessed through:

  • Written responses
  • Professional discussions with the assessor
  • Assessor questioning

In most cases, the knowledge-based assessment criteria relate directly to the same workplace activities, systems and processes described above. Learners will therefore often find that the workplace evidence gathered to demonstrate competence also helps them prepare for and satisfy the knowledge assessment requirements.
